Key Concepts

City property owners shoulder 100% of the burden for City services (police, fire, roads and safe buildings).

The City of Fairbanks is the commercial hub for shopping, medical, public schools, business, employment and Fort Wainwright in the Fairbanks North Star Borough.

City property owners pay both City and Borough property taxes (public schools, parks and recreation, libraries, animal control, etc.). Borough property owners pay only Borough property taxes and service area fees yet benefit and use City services that they do not pay for (police, fire, and safe buildings).

Borough property owners travel into the City to shop, work, recreate and educate their children in the City and do not contribute to the cost of the City providing services (police, fire, roads and safe buildings).

The proposed sales tax of 3% will allow everyone, in the Fairbanks North Star Borough to pay their fair share for the City services they use. The proposed sales tax will reduce City property owners' base mill levy to 0 mills.

City property owners will pay less in sales tax then they would on the current 4.999 mill levy for property tax. (Take the Fair Tax Challenge below and calculate what your household would need to pay a year on taxable items to equal what you pay in property tax.)

The proposed 3% sales tax allows for exemptions on essential services like food, fuel and medical click here to see the plan).

Additional funds raised from a sales tax after the base mill levy is reduced to 0 will be used for public safety and road construction.

The proposed charter change does cap revenue.

Initiative 1
Proposal to lower base mill levy to 0 mills »

Initiative 2
3% sales tax initiative & proposed implementation »

The initiative to enact the 3% sales tax amends our City Code to allow for a sales tax and the Amendment to the City Charter GUARANTEES that the proceeds of the sales tax must first be used to reduce the city mill levy to 0 before any other use of the proceeds is allowed.

Your YES vote is needed on both!
